New home owners and pesticides law

Amended Requirements For Lawn Care Companies to Provide Information to the Property Owner Prior to Any Commercial Lawn Application
On September 23, 2011, Chapter 526 was signed into law. That law amends Section 33-1001 of the Environmental Conservation Law (ECL). That section requires lawn care companies to provide certain information to property owners
prior to any commercial lawn application.(see "specific language" below).

This law will permit owners or their agents to decide if information pertaining to the pesticides scheduled to be applied to their lawns should be in written, digital or electronic format, provided that commercial lawn pesticide applicators must have a written copy in their possession.

What is the specific language of the Law as amended by Chapter 526? Under ECL Section 33-1001:

S 33-1001. Requirements and restrictions.

1. Prior to any commercial lawn application the applicator shall enter into a written contract with the owner of the property or his or her agent specifying the approximate date or dates of application, number of applications, and total cost for the service to be provided.

2. Prior to any commercial lawn application the applicator shall supply the property owner or his or her agent with a copy of:
a. a list of substances to be applied including brand names and generic names of active ingredients;
b. any warnings that appear on the label of pesticides to be applied that are pertinent to the protection of humans, animals or the environment; and
c. the company name, address, telephone number, business registration number and applicator certification identification card number.

Such information shall be supplied in either a written, digital or electronic format which shall be determined by the owner or his or her agent provided however that the applicator must also have a written copy of such information in his or her possession.

3. In the event that application on the date or dates specified becomes infeasible, the person who is to provide such application shall give the owner or his agent oral or written notice of the proposed alternate date or dates, and shall receive acceptance of such alternate date or dates from the owner or his agent prior to initiating commercial lawn application.

4. Persons providing commercial lawn applications shall maintain copies of all contracts required pursuant to subdivision one of this

Roslyn DPW keeping up with Irene

dpwirene.jpg Roslyn DPW staff came into work ahead of the storm at midnight Saturday night. Knowing that the worst of the storm would start arriving around 2-3am the Village authorized staff to stand by at Village hall so they wouldn't have to risk the drive from home and would be available to respond to any problems.
The Village maintains 800MHz radio contact with Nassau County's Office of Emergency Management and had all DPW equipment and staff ready for the storm.
Numerous Village roads which were blocked by trees were opened and passable by
9:00 a.m. Additionally, Main St., a County road, was cleared by Village staff to allow for emergency vehicle access through the Village. By Tuesday, there was still clean up work being performed by the Village as well as by agencies County and State Wide.

Intermunincipal Agreement with North Hempstead

The Village is looking at the benefits that may be available through contractual agreement with the Town of North Hempstead. There are many government functions that large towns can perform "in house" where a smaller village must contract out for these functions. One example is road signs. If the Village needs to replace a "Stop" sign, the sign is purchased from an outside sign manufacturer. The Town has its own sign shop and the intermunincipal agree would allow us to purchase signs from the Town, provided that they can supply them at lower cost. By exploring the various functions and services that will be available from the Town, Roslyn Village hopes to further reduce operating costs. - Added on September 9, 2010

Commercial Collection District Requirements

The businesses located in the Village's "Commercial Collection District" are required to utilize the Village containers located in the Old Northern Blvd. Parking Lot. A map of the the district is available in the "Publications" section of this site. Please note that an additional container has been added for "Cardboard Only". All cardboard must be flattened and placed in this designated recepticle only. No cardboard is to be placed in the dumpsters. Signs designating the appropriate containers are on the gates. - Added on November 3, 2008

New Park

Work is just about complete at the new park on the Village property located at the corner of East Broadway and Vernon Ave. This passive park provides a quiet location to sit and relax, have lunch or go for a quick stroll. Asphalt, concrete, and debris have been removed, a water meter vault installed for a sprinkler system and electric for lighting and sprinklering. The park is now open to the public.
